He E, 82, a member of the Communist Party of China, founded Gansu He E Sculpture College in 1994. She now acts as an advisor of China Sculpture Institute, an expert advisor of the National Urban Sculpture Arts Council, and president of Gansu He E Sculpture College.
He E, a Han Chinese, was conferred the honorary title of "March 8 Red Flag Bearer" in 1988. She was elected as a delegate to the 14th National Congress of the Communist Party of China in August 1992, started to enjoy the special government allowances of the State Council from 1993 and won the honorary title of "China Arts and Crafts Master" in the same year. She acted as a member of the 6th and 7th Gansu Provincial Committees of CPPCC from 1988 to 1997 and a member of the 6th China Federation of Literary and Art Circles in 1996.
She won the "Arts Lifetime Achievement Award" issued by Gansu provincial Party committee and Gansu provincial government in 2009 and was awarded the honorary title of "March 8 Red Flag Bearer Model of Gansu Province" in the same year. He won "Chinese Arts and Crafts Lifetime Achievement Award" in 2010 and was awarded the honorary title of the "National March 8 Red Flag Bearer Model" in 2016.
He E was a deputy to the 14th National Congress of the Communist Party of China, a winner of the special government allowances of the State Council, and a Chinese arts and crafts master. She was appointed "honorary Royal Academician" of the Royal Academy of Arts in the UK.
