Legislation is an effective means to address the issue of abusing and slaughtering pets. On one hand, the law on pet protection can regulate the behavior of pet owners who refuse to have their pets registered and vaccinated, and also be used to address the issues of pets disturbing residents, hurting people and being abandoned. On the other hand, people who abuse pets should be punished accordingly, and criminal penalties should be levied on severe pet abusers.

The country should improve education about public health, raise people's awareness of drug resistance, correct improper medical treatment involving antibiotics without prescriptions and urge the public to use antibiotics under the guidance of a pharmacist, and popularize the knowledge of drug resistance among elementary and middle school students. To eradicate pathogenic microorganisms, reduce the rate of drug resistance and make reasonable use of antibiotics, all these efforts require support from various sectors, including the sector of animal husbandry. All of society should be aware of the abuse of antibiotics.

Cyber violence, which has become common today, is not easy to resolve. Laws targeting cyberbullies should be wielded as vital weapons in combating cyber violence. The fight should be aimed at the source and strike hard at the chain of online troll armies. Procuratorial organs should strengthen governance over cyber violence and should be able to operate proactively. They should also exercise the power of prosecution, especially when it comes to cases involving public interest.

The country should formulate a health screening project and a mechanism for the dynamic adjustment of funding, strengthen financial support for cervical and breast cancer screenings in rural areas, and offer more flexibility in funding for the grassroots hospital. For cervical cancer screenings in areas lacking medical resources, the method of self-sampling HPV tests should be adopted to make sure more women in remote areas can undergo screenings despite limited medical resources. The production capacity and the supply of HPV vaccines should be improved, and the vaccines should be included in the vaccination plan for girls who are old enough to receive them.
