The Ministry of Railways will withdraw from directing inter-city railway construction and hand over the task to local governments, Economic Information reported, citing unnamed sources within the National Development and Reform Commission, China's economy planner.
The Ministry will mainly play its role as a regulator and the corresponding local governments are being encouraged to absorb private investment to ease any financial burdens.
