Police in Shantou, Guangdong province, arrested 12 people they said were inciting public unrest on Thursday, according to the Southern Metropolis Daily.
Starting in the middle of June, individuals in Shantou's Haimen town incited others to enter the Huaneng Power Plant by force. They blocked the expressway, set up barriers blocking all passageways leading to the plant, and smashed buses and trucks transporting daily necessities and production materials for the plant.
