深改組：防范和懲治“統(tǒng)計造假”

中共中央總書記、國家主席、中央軍委主席、中央全面深化改革領(lǐng)導(dǎo)小組組長習(xí)近平10月11日下午主持召開中央全面深化改革領(lǐng)導(dǎo)小組第二十八次會議并發(fā)表重要講話。會議指出，防范和懲治統(tǒng)計造假、弄虛作假，根本出路在深化統(tǒng)計管理體制改革。

A meeting of a top Party reform group, chaired by President Xi Jinping, said officials must strengthen supervision over fraudulent data and ensure independent investigation and reporting over statistics, organizations and personnel.
習(xí)近平主席主持的深改組會議指出，要強化監(jiān)督統(tǒng)計造假行為，確保統(tǒng)計機構(gòu)和統(tǒng)計人員獨立調(diào)查、獨立報告。

Statistics既可以指“統(tǒng)計數(shù)字（資料）， facts obtained from analysing information expressed in numbers”，也可以指“統(tǒng)計學(xué)，a branch of mathematics concerned with the study of information that is expressed in numbers”，“國家統(tǒng)計局”的英文表述就是National Bureau of Statistics。

“統(tǒng)計造假”就可以用fake statistics、fraudulent data或者manufactured statistics來表示。這三個表述中，manufactured從字面上來看人為痕跡最重，表示“（人為）捏造”，invent information that is not true；fraudulent則強調(diào)了這種虛假數(shù)據(jù)的欺騙性，deliberately deceitful；fake則是很直白的造假，可能涉及“篡改、動手腳”等行為。

此次深改組會議指出：

確保獨立監(jiān)督職權(quán)不受侵犯，確保各類重大統(tǒng)計數(shù)據(jù)造假案件得到及時有效查處，確保統(tǒng)計資料真實準確、完整及時。
Independently ensure that supervision authorities are not infringed upon, ensure that all types of cases of manufactured statistics are inspected in a timely and effective manner, ensure statistics are truthful, accurate, complete and timely.
