國(guó)務(wù)院印發(fā)《“十三五”脫貧攻堅(jiān)規(guī)劃》

國(guó)務(wù)院日前印發(fā)《“十三五”脫貧攻堅(jiān)規(guī)劃》。《規(guī)劃》明確了“十三五”時(shí)期脫貧攻堅(jiān)總體思路、基本目標(biāo)、主要任務(wù)和保障措施，提出了打贏脫貧攻堅(jiān)戰(zhàn)的時(shí)間表和路線圖，是未來(lái)五年各地區(qū)各部門(mén)推進(jìn)脫貧攻堅(jiān)工作的行動(dòng)指南，也是制定相關(guān)扶貧專(zhuān)項(xiàng)規(guī)劃的重要依據(jù)。

The plan maintains the nation's precision-poverty relief measures while implementing regional development strategies, with a focus on old revolutionary bases, as well as ethnic minority and border areas.
《規(guī)劃》堅(jiān)持精準(zhǔn)幫扶與區(qū)域整體開(kāi)發(fā)有機(jī)結(jié)合，以革命老區(qū)、民族地區(qū)、邊疆地區(qū)為重點(diǎn)。

“脫貧攻堅(jiān)”（poverty alleviation）是全面建成小康社會(huì)（building an all-round moderately prosperous society）最艱巨的任務(wù)，農(nóng)村貧困人口則是最突出的短板（the weakest link）。

《規(guī)劃》提出，到2020年，確?，F(xiàn)行標(biāo)準(zhǔn)下建檔立卡貧困人口實(shí)現(xiàn)脫貧，不愁吃、不愁穿，義務(wù)教育、基本醫(yī)療和住房安全有保障，12.8萬(wàn)個(gè)建檔立卡貧困村有序摘帽，832個(gè)貧困縣全部摘帽，解決好區(qū)域性整體貧困問(wèn)題（to lift all of its poor out of poverty by 2020, ensuring people have enough to eat and wear, and that they have adequate education, health services and housing, those who live in the nation's 128,000 poor villages and 832 poor counties will be out of poverty and the regional issue of poverty will be taken care of）。

《規(guī)劃》提出的脫貧手段還包括，精確瞄準(zhǔn)、因地制宜、分類(lèi)施策（taking precise, targeted and differentiated measures），以產(chǎn)業(yè)發(fā)展（developing competitive industries）、轉(zhuǎn)移就業(yè)（finding jobs elsewhere）、易地搬遷（relocation）、教育扶貧（improving education）、健康扶貧（providing better healthcare）、生態(tài)保護(hù)扶貧（better ecological protection）、保障兜底（guaranteeing basic living standard for people unable to work）、社會(huì)扶貧等途徑穩(wěn)步提高貧困人口增收脫貧能力。
