6月8日，德國、日本、巴西和印度四國聯(lián)盟向聯(lián)合國成員國散發(fā)了有關(guān)安理會擴(kuò)大的新框架性決議草案，繼續(xù)要求增加安理會常任理事國，但表示新常任理事國的否決權(quán)問題可以等到安理會擴(kuò)大完成的15年后再予以解決。 外電報道如下：Germany, Japan, Brazil and India on Wednesday dropped the right to a veto for new permanent U.N. Security Council members in their revised draft resolution to expand the 15-member prestigious body.
The four nations, contenders for permanent council seats, want the U.N. General Assembly to adopt a framework resolution as early as this month that would add 10 new members to the council, six permanent members and four nonpermanent ones.
The council currently has five permanent members, which would keep their veto power, and 10 nonpermanent members rotating for two-year terms.
Veto表示“否決；禁止；不同意”，例如：veto a bill（否決一項議案），上文中使用的是veto的名詞用法“否認(rèn)權(quán)，否決權(quán)，禁止權(quán)”。例如：Father put a veto upon our staying out late.（父親不 許我們在外面逗留太晚。）
據(jù)悉，根據(jù)《聯(lián)合國憲章》的有關(guān)規(guī)定，憲章修正案需至少得到聯(lián)大三分之二成員國（包括安理會現(xiàn)任5 個常任理事國）立法機(jī)構(gòu)的批準(zhǔn)后方能生效。
