Liu Yuhai assists the mayor in social security, industry, information technology, energy saving, reduced-consumption, State-owned assets supervision and administration, land and resource management, electric power infrastructure, science and technology, quality supervision and administration, new high-technology industrial, economic and technological development zones, private economy, and free trade zone work.
His other work includes supervising and administering investment and financing, claims and debts, release of State-owned property, funds for finance projects of the Municipal Industrial Investment (Group) Co and Municipal Industry and Commerce Assets Management Co, State-owned property preservation, business performance of State-owned enterprises under Guiyang administration, safe production, maintaining stability, handling complaints, and micro-enterprises development. In addition he is in charge of the municipal human resources and social security bureau, information technology commission, State-owned property commission, science and technology bureau, Guiyang National High-tech Industrial Development Zone, Guiyang National Economic and Technical Development Zone, and Urban Collective Industrial Association, and coordinates the business and management of the city’s Industrial Investment (Group) Co, Industry and Commerce Assets Management Co, and Guizhou Science & Technology Risk Investment Co to help major Party committee and government projects.
Finally, he is in charge of the quality and technical supervision bureau, Federation Trade Union, Scientific Association, power supplies, postal service, telecoms, mobile communications, commodity inspection, and Customs and border controls.
