Liu Wenxin is in charge of day-to-day municipal government work and assists the mayor in organization, personnel, auditing, and supervisory work.
He also assists the mayor in general economic, developmental, reform, eco-civilization, finance, statistics, taxation, public security, justice and legal system, emergency, and complaint work.
His other jobs are to supervise and administer investment, claims and debts, release of State property, funds for financing State-owned enterprises under Guiyang administration, such as the Jinyang Construction Investment (Group) Co, Municipal Public Housing Construction Investment (Group) Co, Municipal Urban Rail Transit Co, Guiyang Railway Construction Investment Co, the Municipal Tourism and Culture Industry Investment (Group) Co, Municipal Water Conservation Development Investment (Group) Co, Municipal Land and Mineral Resources Reserve Center (real estate group), and Guiyang Urban Investment Development Co. He oversees safe production, helps maintain stability, and micro-enterprise development.
In addition, he is in charge of the municipal government's general office, the Municipal Development and Reform Commission, the Municipal Ecological Civilization Commission, the municipal audit bureau, supervision bureau, human resources and social security bureau, supervisory inspection bureau, finance bureau, statistics bureau, public security bureau, public security traffic management bureau, fire security control team, national security bureau, judicial bureau, arbitration commission，legislative affairs bureau, work center (complaints office), emergency office, “Two rivers, one reservoir” administration bureau, housing fund center, Guiyang College of Public Administration, government affairs service center, government field offices, public resources Sunshine Trade Center, State-owned Property Investment Administration Co, and the Guizhou Sunshine Property Rights Transfer Center.
Other duties include overseeing people's congresses, people's political consultative conferences, democratic parties, people without a party, the Municipal Court, people's procuratorate, establishment committee office, national tax bureau, regional tax bureau, and Guiyang State Statistics Bureau investigative team.
