On March 29, 1994, the two regions signed the Letter of Intent on Friendly Relations Between Jiading District of Shanghai Municipality of the People's Republic of China and Fairfax County of Virginia State of the United States of America. In October of the same year, the two places signed an agreement on further strengthening friendly exchanges.
