近日，北京市政府第二次常務(wù)會(huì)議審議通過(guò)了《北京市公共場(chǎng)所禁止吸煙范圍若干規(guī)定》，該規(guī)定自2008年5月1日起施行。屆時(shí)，本市不包括餐館、網(wǎng)吧在內(nèi)的10類(lèi)場(chǎng)所全面禁止吸煙。

鑒于經(jīng)營(yíng)者表現(xiàn)出的憂(yōu)慮，北京的餐館、酒吧和網(wǎng)吧不會(huì)實(shí)施近期提出的公共場(chǎng)所禁煙令。

立法人士和健康專(zhuān)家表示，實(shí)施全面禁煙令苦難重重，對(duì)于這個(gè)擁有最多煙民的國(guó)家來(lái)說(shuō)，是一個(gè)巨大的挑戰(zhàn)。

該報(bào)道中，carpet smoking ban 就是“全面禁煙令”的意思。Carpet原本的意思是“地毯,毛毯；鋪以地毯,鋪蓋”，在這里則是一個(gè)引申的用法，表示covering completely, as if with a carpet，也就是“地毯式的，全面的”意思，比如：carpet bombing（地毯式/全面轟炸）。exempt from 是“免除，豁免”的意思，be exempted from a smoking ban則是“免受禁煙令的限制”。
