由于學(xué)校教育和教育資源存在差距(disparity in schooling and education resources)，農(nóng)村學(xué)生接受高等教育(pursue higher education)的難度加大，高校農(nóng)村學(xué)生的比例(the percentage of rural students in universities)也在不斷下降。對不少農(nóng)村家庭來說，高校學(xué)費(tuition fees)是重擔(dān)(a heavy burden)，一些成績優(yōu)良的學(xué)生不得不放棄繼續(xù)學(xué)習(xí)的機會。

推行農(nóng)村學(xué)生專項計劃只是一個權(quán)宜之計(stopgap measure)，從長遠來看，為了真正實現(xiàn)公平的高等教育，政府需要進一步加大農(nóng)村地區(qū)的教育投入，消除城鄉(xiāng)之間的教育差距(eliminate the education gap between rural and urban areas)。
