在中國鹽業(yè)史上，國家對鹽的專營可追溯至春秋時期(the Spring and Autumn Period)，這一制度延續(xù)了2600年之久。5日，中國政府網發(fā)布《國務院關于印發(fā)鹽業(yè)體制改革方案的通知》。通知指出，鹽業(yè)體制改革要以確保食鹽質量安全和供應安全為核心，在堅持食鹽專營(salt monopoly)制度基礎上推進供給側結構性改革(supply-side structural reform)，逐步形成符合我國國情的鹽業(yè)管理體制。

通知提出，取消食鹽產銷區(qū)域限制(regional restrictions for salt production and wholesale)，改革食鹽政府定價機制(government pricing mechanism)。從2017年1月1日開始，放開所有鹽產品價格(liberalize the price control on all salt-related products)，食鹽生產和批發(fā)企業(yè)將可開展跨區(qū)域經營(salt production and distribution companies will be allowed to sell salt in different regions)。

根據通知，我國政府將不再核準新增食鹽定點生產和批發(fā)企業(yè)(the government will not approve new producers and wholesalers in the business)，鼓勵現有食鹽生產、批發(fā)企業(yè)兼并重組(encourage existent entities to reorganize through mergers)；鼓勵社會資本進入食鹽生產領域，與現有定點生產企業(yè)進行合作(private capital will be encouraged to enter the salt production business via cooperation with existing authorized production companies)；鼓勵國有食鹽批發(fā)企業(yè)在保持國有控股基礎上引入社會資本(attract private investment but must remain State-owned)。

在自然災害和突發(fā)事件發(fā)生時，政府將進行干預以抑制鹽價波動(the government will intervene to ease price fluctuations)，投放政府儲備和企業(yè)社會責任儲備(official and enterprise reserves)，確保食鹽穩(wěn)定供應(ensure a stable supply)。

近14億人口的飲食需求(the dietary needs of nearly 1.4b people)和日益擴張的化工產業(yè)(expanding chemical industry)，使我國成為世界上最大的鹽消費國之一(one of the largest salt-consuming nations)。
